Economic Growth and People’s Decision for Immigration Policy. The Case of Switzerland

Immigration is considered negatively in many countries because of perceived effects on labor markets and taxes through social costs. In Switzerland most foreigners who come to fill jobs have contributed to economic growth and rises in standard of living. For decades, people in surveys recognized their positive economic effects and, through votes they supported policy changes to stimulate immigration. Yet, in February 2014, citizens supported an initiative against large immigration and this required the government to change the policy. With joined equations for municipalities’ votes and turnout rates, it is investigated what made people change their minds. Immigrants did not become responsible for economic, social and strong cultural negative impacts even though supporting positions decreased over time. But in this geographically small country, faster economic growth generated negative externalities and citizens considered that the quality of their places to live has been deteriorated by some of them including decrease in natural environment. Thus, government policy change cannot be limited to controlling immigration.
